Scenario I have a dll component built in the Solution Explorer. I am placing this dll into a MergeModule file (msm). In the process of doing this, the step where you right-click the MergeModule in the Solution Explorer which brings up the Add Project Output Group dialog box and then select the Primary Output and Contents  Files and then click ok.

What are Content Files?  ( just a note I did sign the dll - creating a pfx file).

Content files are any files that do not contain code but that you would want to distribute with your project, such as documentation, Read Me files and the likes. They can be of any type (.txt, .doc).

You set those files during development by adding them to your project, clicking on the file in the Solution Explorer, and setting its Build Action to Content in the properties window.

When you select Content when preparing the MergeModule, all the files marked as Content are automatically included in the module.
