Most times I forward an email in outlook 2010 with the text inline  / below my text.

But my spam filtering service wants me to forward them false negatives as an attachment.

I KNOW HOW TO CHANGE between them in options.

Is there a hotkey or something that lets you change how the original email is treated.  Like hold down control when clicking forward and it's an attachment.  Just click forward and the original email is in included as text below mine.

Yes, you can do that. Set your default forward as inline in options. Then, whenever you want to forward email as an attachment use CTRL+ALT+F. Alternatively, you can click on More -> Forward as Attachment
