Resource Pool

Suppose two resource pools was created on a VM host with 2 x quad-core 2.93Ghz Intel Xeon CPUs.  Total CPU on the vhost is 234000 MHz ( 8 x 2925Mhz).

"Resource pool with an expandable reservation would only “borrow” from the parent in order to satisfy reservations, not in order to satisfy requests for resources in excess of the reservations. Neither of the resource pools has expandable reservations, so you will be able to assign only 5,850 MHz of CPU capacity as reservations to individual VMs within each resource pool."

1. "borrow” from the parent in order to satisfy reservations, not in order to satisfy requests for resources in excess of the reservations. ". What does it mean ?

2. What is "expandable reservation" ? Why 5850 Mhz of CPU only be assigned to each individual VMs ?
