Ransom Ware white Screen and no Safemode

Hi have a computer that was infected with a Poliza Ransom ware that freezes system ,  I tried to boot to Safemode to do the normal removal steps but after the user logion and desktop comes up it says logging off and restarts.   When i try going back in on normal boot all I get now is just a white screen and can do anything

All safe modes just restart after user login

Have you tried booting with a Windows 7 disc into the Recovery mode command prompt and running things like fixboot, fixmbr, and chkdsk /p ?

Was on a time line to get this completed and with no DATA concerns just did a Format and fresh install
