What FREE or low one-time-cost Shopping Cart do you
recommend to do something like the below since my wife's
school wants to sell items, but does not want to pay
big monthly fees ?

We are using http://www.webhostingpad.com HOSTING
since it is cheap, but could move if needed.

 1. user logs in via their JOOMLA CMS account
 2. "Saved Ship-To" appear
 3. user adds item to cart
 4. user's Payment Address/etc display from database
 5. user clicks SUBMIT
 6. system automatically calculates tax (shipping is always free)
 7. automatic email with order # gets sent to customer
 8. website inventory decreases
 9. nightly .TXT file upload updates website inventory

Since they already have a Joomla! site, please check the Extensions directory.

Other wise, check these out:

However, seeing that really all you need is the checkout portion, It may be faster to write your own Joomla! plugin for that but downloading one of them and figuring out how they did their PayPal and checkout stuff.
