Apply a Computer Setting GPO to specified users

We have a redirected printer GPO on a terminal server that we would like to apply to only certain users. If i enabled the User Group Policy loopback processing mode GPO setting will this make it so the GPO is applied to my specified users that have access to it?

Windows Server 2008.

The GPO that enables loopback processing has to apply to the computer account.  Then, any GPO with user settings that you wish to apply via loopback has to apply to both the computer account and the specific user account.  Some people combine the loopback setting and any settings to be applied via loopback into one GPO, but I prefer to put the loopback setting into one GPO.  Then create another GPO with the user settings and set their security filtering appropriately.
