mySQL - Allow access to ALL remote Windows connections

I have a very basic install of mySQL that was packaged with a product called actiTime for time management.

My manager wants to be able to connect to the database via an ODBC connection. I have downloaded the ODBC drivers but cannot connect remotely. Comes back with "connection failed Host 'ManagersPC' is not allowed to connect to this MySQL server.

It runs on a Windows 2008 R2 box and the firewall is off.

I have seen commands listed for mySQL that allow one PC/IP address or user at-a-time access, but this is useless to us. The PC name could change, the ip address could change due to DHCP etc.

So, how do I open mySQL to allow remote connections to ALL?

I am a complete mySQL beginner, so yes the most basic and straightforward way would be great - thanks.

you need to check the permissions/users created on  the MySQL side, you cannot "solve" this from the client side.

the username is implicitly also given a "hostname". with hostname being %, it would allow permission to connect (and executed the given grant) from any hostname.

but of course, reducing the % to specific host name(s) will increase the security
