On a healthy Win7 64bit machine after installation of the app ApexDataLoader it can't be found as though it wasn't installed.

are the .jar files in your java classpath environmental variable

After contacting Salesforce tech support I was given a direct link to their site with the latest download ver.25 and the file specifically had to be installed from the "run" button. When downloading the file to the computer and then installing from the computer it failed every time. Thanks all for your response
