Mail delivery failed

Hello we have an exchange email called a@siib.org.  We are able to send outgoing emails with this account, but when someone tries to send an email to a@siib.org, it bounces back with error 553 cannot find outbound mx records for domain (source.local).  I do not know why it tries to send to a@source.local instead of a@siib.org.  Any ideas?  Heres the mail delivery message in full.  Thank You

Even as you remove it takes time to get that corrected with Information Store and AD cache

Is there a Firewall if so in how many hours does it sync with AD ?
