Dictionary Not Loaded - Dynamics GP

One of our Dynamics GP users is experiencing an issue when she chooses Sales Document Setup and then selects Fulfillment Order/Invoice.  Dynamics GP pops a box that says "Cannot access this form because the dictionary containing it is not loaded."  All the other choices in the drop down (Quote, Order, Backorder, Return) work fine.

What this typically means is that in the Alternate/Modified setup this user is pointing to a modified version of the Sales Fulfillment Order/Invoice Setup window. However, the Forms.dic file that the installation of GP she is running is pointing to does not contain a modified version of this window.

The fix will depend on which is incorrect - the user setup pointing to the modified form or the Forms.dic file the GP installation is pointing to.

If you're not sure which is the issue, you can try the following:
- On a different computer where users do not have this issue, log into GP as this GP user.
- On the same computer log into GP as a different GP user that does not have this issue.
