Users cannot change their passwords.

Hi guys,
Hope you are all well.

We have a mixed environment of windows 2003 DCs and windows 2008 DCs.

People have been able to change their passwords, but now, some users are unable to change them, getting an error stating the new password does not meet complexity requirements.

I believe AD replication is working fine (but would like some help to verify that across the board).

Also, if Bob is getting the message, how do I track down what DC is he pointing to that gives him this message?

It does not seem to matter how complex they make the password, they STILL cannot change it.

If it is a password policy GPO, then how can I replicate the problem without affecting all users globally?

We have around 100 DCs globally.

It does not seem to happen to all users in our environment, so I dont know why it only happens to some and not others.

One recent incident is that a new user, that was created on a 2008 DC, but authenticated by a 2003 DC, got the message.

Any help greatly appreciated.
