You'll need to provide administrator permission to copy this file
Windows 8 Pro logged on as a domain account. User is a domain admin also.
TRying to copy files from a network share to the Windows Media folder
I get this every time

When in the media folder I can create a new folder and delete the folder
Just can not copy or move a file in this folder
ran lusrmgr.msc added the domain user account to the administrators group on the local computer
What am I missing here

Disabling UAC is serious lowering of the security of your system. You revert right back to the malware infection rates associated with Windows XP.
For certain folders, like C:\windows, you cannot copy from the network directly into the folder even if you are an admin. You must copy to somewhere local that does not require admin, like your desktop or profile root and then copy to the "extra secure" location.
