There is less than 0% available RIDs in the current pool

We have a problem where we can no longer create new accounts on our windows 2000 AD server.  when ever we try to create a new user we get the following error
"Windows cannot create the object because: the directory service has exhausted the pool of relative identifiers"
Enclosed is the output of dcdiag /test:ridmanger /v and netdom query fsmo

As anybody come across this before?

Your domain still has RID's left.   Can you test your other DC, can you create accounts there?

Mike,

We dont have another DC, this died a few weeks back and we havent rebuilt it as yet
with out wasting time, please install new windows 2003 R2 or 2008 server
because you will face more functional issues.

bu the way is there any reason you are still on 2000 server model.
