Windows 7 domain user rights to C:\ blocked

Windows 7 Professional desktop has a domain user account, configured with Administrator rights.  While trying to install software, we discovered this user has no rights to change or modify files on the local C:\ drive other than those that are part of the user profile.

How do we grant full access to the local hard drive?

If the domain account is a member for the local administrators they should have access to all folders

Also followed advice from Experts Exchange user withtu (dated 2010-08-07) suggesting changing ownership of folders, assigning to domain user account.
