Determining what ports are being blocked Server 2008

I know I can use netstat and process explorer to determine what ports are currently being used by applications. However, what if they are applications that negotiate ports like outlook.  Is there a way to determine what is being blocked?

is there a netsh syntax with adv. security that will show any blocked, i know in 2003 you could do netsh firewall show state and it would show blocked ports etc
Have you tried that already? There should not be much difference in cmd syntax
yeah it doesn't work.
