Can access files by IP but not by Host name
"I have a curious problem on the Server2008 . From clients I can access the password protected shared files using the ip address on the 2008 Server in the path, but not with the computer name, of a Server 2008 computer. I can ping the Server by name from the clients.
The file sharing Wizard is not activated on the Server 2008.
I found lots of other people who had this problem and they fixed it with a few commands at command prompt, but that didn't work for me."

Try accessing the server using the FQDN such as \\ServerName.Domain.local\ ShareName
If that works it sounds like the DNS suffix is not added to the clients' machines. You can do so manually in their NIC configuration or by configuring scope option 015, assuming it is a Windows DHCP server.

I would also go to: DNS management console | right click onserver name and choose properties | Interfaces tab | make sure only the primary NIC's IPv4 IP is checked as well as 2 IPv6 addresses.

WINS tab
Check and see that "Enable netbios over TCP/IP" is checked.
