Hardware options will need to retrieve their lists from the internet as proxies and websites update dynamically on the fly. OPENDNS is the only one that monitors these changes.
Any reasonable hardware appliance that is worth a you-know-what will have a maintenance agreement (annual fee$$) and an end of life cycle on support. Do him and you a favor, purchase a 50-100$ cisco/linksys router, set up an OPENDNS account and use it for filtering.

I used the Untangle linux distro on an older Dell SFF desktop for two years with great success. I swapped to pfSense only because the performance with the nic drivers 4 years ago wasn't as good as I'd have liked.
I did the same for a user with Untangle 32 bit. I used http://www.newegg.com/Product/Product.aspx?Item=N82E16856205007 with a smallest allowed SSD. It was fairly easy to do and allowed for automatic updates and free for the "lite" versions, which served the purpose well enough.
Though total cost a little under $200, which for what choward is saying will be cheaper and just as easy. In my case, I went with untangle because they also have a couple of other modules like a malware scanner and virus scanner. I haven't had any calls from them about things like that since. Normally would hear about the home computer about 1 a quarter or so, despite things like Malwarebyte pro and NOS AV.

It looks like the Linksys EA4500 will do what they want.Linksys EA4500 on Amazon
Linksys EA4500 on Newegg
They're priced within a dollar of each other at both sites.

Untangle, unless using the free vesrion, is expensive. And the free version only comes with the web filter lite... And, if he's going to go to all that trouble for a gateway appliance, how is mine not cheaper and easier? OPEN DNS is free and it's only 75$ for a cisco wireless home router.

he went with opendns, I also suggested to him the netgear one and it was a little too late but the dd-wrt was a great choice with buffalo, it just did not have the category drop down, so I will be giving points to choward and vivigatt

both solutions were very good and exactly what I was looking for
