Exchange - remote users connection

We have remote users that currently use the remote web to see their email. Is there a way to have there exchange account connect when they are remote from the office. This way they just connect to any WiFi and they are connected to exchange using their outlook off there laptop.

How can this be done without using a pop account?
We currently have a SBS2003. We are upgrading to Exchange 2010 and Server 2008R2.

Do I need a certificate for this
Well, you can use a self-signed certificate, you just have to make sure that you add it to the "Root Certification Authority" within Windows/IE on each computer.
