Error failed port 54321

i'm trying to set up the provision services
address from desktop studio but ran into the below error
message. Any idea how to fix this?

doesnt work on Xendesktop 5.6?
It should work fine, this error is not related to XenDesktop as per se, but is actually concerning the provisioning server.

Before carrying out the resolution you can confirm that the issue is as described in the article CTX130850 by opening command prompt with elevated privilege, changing the directory to  \Program Files\Citrix\Provisioning Services\ and running the command MCLI. If you get the same error as you posted in your question, then this is definitely the cause and you need to follow the article for resolution.
Is the Provisioning Server is the XenDesktop Server or my vCenter vsphere?

Also, I can look  \Program Files\Citrix\Provisioning Services\ on XenDesktop Server

trial version that explains why

Where have you installed your provisioning server depends on you. You were putting the address 10.0.0.30. Isn't this the IP address of your provisioning server? If yes, then this should be the one.
Even though you have the trial version, you should be able to find the path on your provisioning server.
It works with "Dedicated" not "Streamed"......
What works with dedicated and not streamed?? The path to the provisioning directory??
works with dedicated creating vm and the path to provisioning directory is MISSING.
I'm a little at loss with what you are saying. I think there is a small gap in my understanding.

Can you describe your XenDesktop infrastructure - how you installed it? What components you installed? On which server did you install each component (names and IP addresses if necessary).
