Public Folders move from Exchange 2003 to Exchange 2010

Hi,

I am having real difficulty moving my public folders from Exchange 2003 to Exchange 2010

Public Folder Database setup in 2010
Routing Connectors are setup
Mailflow between users on 2003 and users on 2010 is fine, can send/receive mail between servers
No Smarthost on my SMTP
I have removed the Interop RGCs on both servers then ran the command on the 2010 server:-
New-RoutingGroupConnector -Name "Interop RGC" -SourceTransportServers "EXCHSource.SubhashTest.com" -TargetTransportServers "EXCH2k3.SubhashTest.com" -Cost 100 -Bidirectional $true -PublicFolderReferralsEnabled $true

Checked the status by using Get-RoutingGroupConnector and confirmed they are setup
I can telnet to & from each server on port 25
All AV is disabled
Tried restarting the SMTP (the queue goes then comes back)

I can access the public folder hierarchy from Outlook and any new messages are going into the mail enabled folders - just the old ones that i am trying to migrate across arent leaving the queues on the 2003 server.

The problem is my message queues on the 2003 server...
There are 1000's in Messages Pending Submission
A few 1000 in Interop RGC Routing Connector
Then the ones from the Interop RGC go into "messages with an unreachable destination"
and the cycle continues

Confirm if Mailflow between Exchange 2003 mailbox and Exchange 2010 mailbox ad vice versa is working fine.

On Exchange 2003 enable diagnostic logging for Transport --> connection manager, ntfs store driver and routing and let us know if it reports any events in application events logs of exchange 2003 server.
