How Create a Managed Custom Folder in all Exchange 2010 Mailboxes

We need to roll out a managed custom folder to all out existing Exchange 2010 mailboxes.
The folder name will be the same in each mailbox and I am hoping to find a way to easily deploy them in mass via the EMS.
I understand that a Enterprise Client Access License is required for each mailbox.

By doing the suggested-
"Yes simply create Retentions Tags\policies and apply them to users and run the command"
Will this also create the custom folder in the individual mailboxes specified?
