Are these in you contacts or in AD ?
It can be done either-ways

Create contacts in Outlook and a DL and add them all to it and send emails
Other is create Contacts in AD Mail enabled and a DL and then send emails

You can create a distribution list with 5000 recipients and send an email or you can use powershell to send the email to the list of recipients. Depends on how you want to send. Whether from Outlook or from the server.

I want to send it from BCC outlook  using a txt file or csv . What are the step to creating the distribution in outlook

Your best option is to outsource this. Exchange is a very poor bulk emailing tool. You cannot manage the bounces and rejects that you will get in any automated manner. There are loads of bulk email providers who will dot his for you at some very low cost, particularly if it is a one off. They will also provide you with reports on the rejects etc.

Even though you may devise a way to send 5,000 emails at once from you end, its likley your still going to be limited by your ISP to the number of emails you can send at one time
Depending on your ISP average maximum is usually 250-500.

Alternatively you could use a 3rd party mass mail tool with outlook

Once configured outlook and the tool will slowly send out the emails over a period of time to your recipients
