You're right. I moved the span tag outside the anchor tag and the problem cleared up. Two solutions for the price of one. Pretty good!

Can somebody tell me why the attached code does not generate tooltips in IE9? None of the other major browsers seem to have a problem with it.<br />

No tooltips in IE9
