ActiveSync Quarantined Device Issues

We have an two exchange servers that have a DAG.  When I log onto one server I can see the users Mobile Device details/status. The other cant see the details.

Server:  https://Exchange11/ecp
User:     FredFlintstone

These users devices are visible under Phone > Mobile Phones > Details
 - where it in fact displays the device details.

BUT

Server:    https://Exchange12/ecp
User:       FredFlintstone

Device is displayed under Phone > Mobile Phones > BUT when you look at details, the error is displayed: The item(s) you are trying to open couldn’t be found.

I assume this isnt normal?

I have some 300 users with mobile devices but recently the past 6 users Ive added, we are experiencing this issue, and we get ActiveSync Quarantine emails over and over and over for them.

Does anyone know what could be causing this issue?
