You want an editor. Foxit software make a PDF editor for about $100 and of course, Adobe have Acrobat Standard for about $200.
I think Adobe is the standard and also the best PDF editor around. I use Adobe Standard myself. I have Version 11 on Windows 7 Pro 64-bit and it is troublefree.
I use some Foxit products (not their editor) and they make good software as well.
I do not know of any good free PDF editors, although Microsoft Office has PDF capabilities built in.

Everyone will have a favourite I am sure, but my choices for PDF editing software are: -
For free: Open Office.
Paid: Nitro Pro
