Company cannot send e-mail to Hotmail addresses

We have clients that use Hotmail e-mail accounts and suddenly today we are unable to send e-mail to them.  The sender will get the error message below.  We have checked mytoolbox and whatismyipaddress and we are not listed on any Blacklists.  We can't seem to find any help going through Hotmail.  Any assistance offered would be greatly appreciated.

BAY0-MC1-F24.Bay0.hotmail.com gave this error:
OU-002 (BAY0-MC1-F24) Unfortunately, messages from xxx.xx.xxx.xxx weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors.
A problem occurred during the delivery of this message to this e-mail address. Try sending this message again. If the problem continues, please contact your helpdesk.

We have checked mxtoolbox.com and we are not listed on any blacklists.  The users can logon to their Hotmail accounts.

Where exactly is the Sender Information Form?  When we go to fill out the form it just brings us here: https://support.msn.com/default.aspx

Strange then I will not get this error:

Cannot VRFY user jsmith@hotmail.com
550 Requested action not taken: mailbox unavailable
[Address has been rejected]

It is not just for the jsmith one as it is for any hotmail e-mail address including my own.

#550 OU-002 (BAY0-MC1-F24) is the error.  It appears we are being blocked but I am not sure why and how to remove our Company.

We cannot telnet to their port 25 or telnet to their IPs after checking nslookup.

They are being blocked.  I can send from my Hotmail account, receive it but when I reply to the message we get the error message.  We host our own e-mail server.  I do have a ticket open with our ISP.
Please contact your Internet service provider since part of their network is on our block list.

It appears we are being blocked by Symantec Brightmail which Microsoft uses.  I have a request in to have us unblocked and to find out what happened in the first place.  Thank you everyone for the assistance.
