Prompt when opening .htm or .html files

I just did a Repair Install. Most things went well.
One glitch is that when I try to open .htm files which are URL's for webpages from Favorites I get the prompt shown in the screenshot. I just click Open, but it is a nuisance. This does not occur with .htm files already downloaded to the hard drive.
I assume this is caused by a setting in IE Internet Options (perhaps Security or Advanced tabs), but I cannot determine which one.
Can you tell me the setting to turn this prompt off and just go directly to the webpage?
I already checked in Default programs that IE is the Default program for .htm and .html files.

I run Win 7 Ultimate SP1 and IE9.

thinkpads_user--I cannot believe it.  A Reset did it.
Note that I just (yesterday) did a Repair Install of Win 7 which installed IE8.  I subsequently installed IE9.  I do not see any sign that the former settings for IE9 were carried forward.  For Internet and Trusted sites they were at Default.  I would think that install would bring IE9 back to out of the box settings.
But a Reset did what was needed/
