Exchange - Outlook Room Finder Empty

We are experiencing an issue when creating appointments in Outlook where the Room Finder is completely empty after choosing a room list. Not even the word "none" displays. Under suggested items, half hour time slots appear which say no rooms are available. The Room Finder was working fine for months but stopped working a few weeks ago. It is happening to everyone in our company.

We have tried:
- Recreated the room list group
- Rebooted Exchange server after applying all OS and Exchange patches.
- Granted full access to rooms and room list via EMC.
- Forced update of GAL.
- Added all room lists to GAL.
- Recreated GAL.
- Recreated Outlook account from scratch (no cache, etc.)
- Ran Outlook with cached mode disabled.

Room lists DO appear to work in OWA, so we think it's a problem with the GAL getting to Outlook.

What steps can we take to resolve this empty room list?

Environment:
Windows Server 2008 R2 Standard
Exchange 2010 Enterprise Version 14.2 (build 247.5)
Blackberry Enterprise Server 5
Outlook 2010 clients

For the rooms to populate did you create a Room mailbox to hold the changes? Try Creating a new mailbox, select Room Mailbox, name it and then go to sites and services to replicate changes in AD. Then have the user log off and then back onto the machine and try to schedule a room.

Thanks for the response. Yes, the rooms in question are all Room Mailboxes, and had been working for weeks or months prior to the issue. The Room List itself was created using the management shell with the "-RoomList" switch.
