Can't Ping or do an administrative share

I have a laptop with Windows XP on it.  We can't seem to ping it or do an administrative share to install software on this machine.  I've tried on the wireless and hard wired lans with different IP's and still no answer to this mystery.  I've tried uninstalling and reinstalling the network card and that still hasn't worked.  I have a program on there called sophos for disk encryption but so far that has not stopped any other machine that has this software installed from replying to a ping or an administrative share.  The network card is sending and receiving packets too and I seem to be able to ping from the machine to anything else.  I'm a bit stumped at this point.  Has anyone ever seen this?

Is the firewall disabled on the XP?
Have you tired in SAfe Mode with networking?

What antivirus program you have running?

Do you have any network activeity at all?

Do an ipconfig /all post results

Firewall is not on.  Antivirus program , all machines have it I can't imagine that's my issue.  I have activity on the card see attached.  Also and even stranger, it's receiving all the GPO too..

I just found this... TCP/IP  has reached the security limit imposed on the number of concurrent TCP connect attempts... Not sure if this would have an effect on pinging.  I did a netstat -no and killed the offending process and still no change...

You are not able to ping this computer from Where? The server? Other Computers?

From this Computer you can Ping Correct? where?

How are you trying to ping via ip address or DNS ?

Do an ipconfig /all from this computer and one of the computers or server you are trying to ping from. Post results
Are all the computes on the same lan? how many switches you have?
I uninstalled a sprint card program and then I was able to ping.
