no attachment on email sent from OL2007 to 2011 Live mail

I have a user that has OL 2007 on his desktop.
Occasionally he sends out a word doc (maybe other file types also) to himself as a cc when sending to others. He does this so that he can see the email on his laptop which is using Windows live mail 2011 as the mail client. He also looks at them on his iphone.

The problem is, in live mail the email appears, but there is no attachment. The setting in regards to not allowing dangerous file types is turned off in the security settings of live mail.
On his iphone he recieves the email with a "winmail.dat" attachment.

As a test I sent to myself and I and others receive the attachment. The mail clients we use range from OL 2003 to 2010. These same mail clients can also send email with the same type of attachments and he receives them on all devices.

While troubleshooting I changed from HTML mail to RichText and also tested with antivirus protection on and off.

Anybody know what may be causing this?
I considered just recreating his Windows live profile but ran out of time.

Try running a repair on Office from the sending computer.

The "html to rich text" was after the problem.
I'll try a repair when I get out there next Data Pro.
The more I think about it though, I think it has to do with the LiveMail, since it is not receiving attachments. Others receive his attachments
The winmail.dat thing on his iphone could be something else.
I think before I do anything I will test w/another profile in Live Mail, making sure the "don't download attachments" thing is off.
