Cant create sharepoint workflows from SP designer

When I try to publish a workflow I get the following message "The server could not complete your request. For more specific information, click the details button."

I click the details button but it is blank, if I then click ok I get "SharePoint Designer encountered an error generating the task form."

If I go into the event logs on my SP server I can see "Event manager error: Could not load file or assembly 'Microsoft.Office.DocumentManagement, Version=14.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c' or one of its dependencies. The system cannot find the file specified."

I have tried searching for this but cant find anything about it, I can see no installed features on my site or anything like that.

This was originally a site on another server but the trial period of full sharepoint 2010 server standard expired so I moved the content database to a 2010 foundation server, any help is appreciated and everything else seems to be working fine.
