add another domain Admin with restrictions

I have Windows 2003 Server.  I would like to add another domain administrator, but restrict what they can do.  For example I don't want them to be able to get onto the actual server to make any changes.  Is it possible?

yes - but don't do it that way around - don't make someone an admin and then attempt to take things away - its far better to create a new group that has the necessary rights/permissions and then put the user in that group.
