Lookup formula that links 2 parameters

I need a formula that will return data for the following condition: it needs to lookup a state, then the corresponding date(fiscal week) and return a value (total):

State      FISCAL_WEEK      Total
OH      2013 WEEK 09      0.60
OH      2013 WEEK 10      0.60
OH      2013 WEEK 11      0.60
OH      2013 WEEK 12      0.60
OH      2013 WEEK 13      0.60

There are duplicate states in different regions... does regions matter?  If not, are you looking for total of all totals for the state/week combo?

Also, can helper column be involved?

correct - one state can be in multiple regions. pls see the attached file and refer to sheet 1 and sheet 2 for reference.
