Trouble Installing a new GoDaddy certificate on new Exchange 2010 Server

I am trying to install a new godaddy.com SSL certificate on a new Exhange Server 2010 machine.

I have been following the instructions godaddy provides:
 http://support.godaddy.com/help/article/5863/installing-an-ssl-certificate-in-microsoft-exchange-server-2010

Everything seems to work until I get to instruction #29, Assign Services to Certificate and the option does not show up.

Where do I start to troubleshoot?

If I did the get-exchangecertificate I could see the cert but it showed "pending request". The only option I was seeing in GUI was "Complete Pending Request". When I tried to "Complete Pending Request again" it would tell me that it was already installed.

So I ended up, starting over, not using the GUI and reissuing using the the EMS using commands.
