Reading PDFs

PDFs can be "read" programmatically if scanned as "text searchable".

What if they document was not scanned as "text searchable".  Can an ordinary PDF be converted, some how, to a "text searchable" pdf?

This sounds as if you have scanned a document into an pdf file. "text searchable" implies some OCR, which converts the scanned image into text.
If this is the case than you must run some OCR (Optical Character Recognition) Tool on the image which is inside the PDF container to make it searchable. No other way.
