Choose Entire Row with Max Date Based on Measure ID

I have a problem in which i do not know the most efficient way of solving it I believe we would need some vba code to solve it, however i do not have much programming skills. I've visualized my problem in the attached PDF to explain exactly what i mean with sample data, i hope it makes sense. I have the data set in an Access table. I would really appreciate a solution with a bit of explanation as to the steps/logic taken so i can learn. Again thanks alot experts i trully appreciate it.

oh yes, you can do that in access
@capricorn1: Have you tried this? I have tried it right now with a simple query and it gave me 'Error in JOIN operation'
