Cisco UCM 7.1 - using PSTN instead of internal extension and WAN

I have a site say with extensions 54XX.  Normally it calls any of the other sites via the WAN and via extension.  Let's say that instead of using the WAN I wanted all calls to internal extensions to go out the PSTN and their ten digit dialing number.  What would be the best way to effect that?  I know that AAR can send calls to the PSTN if UCM sees that there is not enough bandwidth.  Could that be an approach? Say I edited Location Configuration and set Audio Bandwidth for a remote site to just 10kbps. Since I am using G.711 by rights I would expect any calls from that site to any other site by extension to go out to the PSTN.  In this scenario would that force all calls to the PSTN or is that setting for calls going TO that remote site? The end goal would be for a user to press an extension but in reality the call goes to the AAR ten digit number.
