Access 2010 runtime app not working on win 7 system with no ms access

I have an 2010 ms access app that was first created in 2k3. It was originally packaged with 2k7 runtime and worked just fine in win xp environment. created a new install package with 2010 runtime, works fine on my xp systems, doesn't work on win7 systems. When opened just displays a message box listing all of the command line switches.

32 bit version. It works flawlessly on my win7 pro laptop using the exact same install package.

this is also the only access app running on the system.

The laptop has both access 2010 and runtime 2010.
The install on all systems completes satisfactorily and ends with a msg box to that effect.
i say it fails when I click to run, but I don't think it gets started.
when I click to run (runs an autoexec that runs code, no forms involved) it immediately displays the runtime msg box with a list of the command line switches.

I think ur on to something with ur "invalid shortcut" comment above. I'm thinking invalid path since this app copies files from one path to another. I'm going to check this now.

tried all of ur last on my systems and all work well.

The only difference I know of between my systems and the target system with the issue is that my systems have an install of ms access as well as  this runtime and the target system has ms office 2010 without Access.

There really isn't an error message per se. When u run the app it immediately
pops up a message box listing command line switches. i.e.

/x execute macro
/.. does this
/.. does that
etc..

The install package was created with the "Package Solution" in 2k10.
all installs use this
on laptop, after install, control panel/add/remove programs lists runtime with no memory size.
The access accdr is installed in a root directory (C:\vamiDtox)
all folders are trusted

I have access to the target system this evening (EST) and I will try InnoSetup along with a revised package solution.

I rarely do any runtime apps so have never spent much time looking for install package alternatives. The few that I've done were fine, this is the first time with an issue. Go figure.

Perhaps this sheds some light on the issue:

I just discovered the system is running the 64bit operating system, however all of the office products are 32 bit.

I attempted to install the 64 bit runtime and it comes up with errors that all installed office products are 32.

Does any of this make sense to you? Seems like a circle jerk to me.
any help appreciated.

Can I install the 32bit runtime by itself and then just copy in the .accdr app or must there be some kind of install done?

What about an mde file instead?
