The password doesn't meet... Windows 7

Windows 7 professional, not joined to any domain.
I can't change any user password, or add any user because windows blocks me (the password doesn meet the password policy requirements).
I've already tried:
any complex password
group edit security policy: no password complexity set; minimum password age 0 days
gpupdate /force
sfc /scannow (to avoid any system file damage issue)


any other thing to try?

Did you try the password with minimum of 8 character which must contain the combination of Uppercase + Lowercase + number + special character.

Try this ( Example123$)password and check if it accepts.

Also check the below link which will give the detailed information about the password policy on the local system and how to edit it.

I've tried password also more complex.
The real problem is that on security policy there isn't any setting requiring complexity.

that should work for time being and then change it later on

It doesn't accept ANY password for existing users.
Same behaviour for administrator password.
New details
Guest user accepts any pass (i've disabled it but after a reboot it re-enables itself).
Now I can create a new user, but only with a complex password.
Get an unlimited membership to EE for less than $4 a week.

If you say the guest account re-enables even if you disable it.. then you've probably got malware on the system.. http://www.malwarebytes.com

Boot from AVG Rescue CD or Kaspersky rescue CD/USB and check for infections

MBAM and NOD32 scan.
Something found and removed but problem not solved..
The computer is away from me, so boot cd are impossbile to use..
