Processing inbound text message(SMS) and run batch file with it as parameter

Is there a way to process inbound text message to a computer and run batch file taking a part of the text message as parameter value to run batch file??

User A sends 'UserID+Password+StatusCode'
Computer takes the inbound text message through voip DID or any way.
Computer runs a batch file to run simple SQL command with the 3 values passed from the text message.

Wondering if it's even possible.
I prefer to run this as batch file instead of desktop application or web application.
