iPad/iOS Question on loading pics,vids,pdfs without adding an iTunes Account

Hi All,

Can you pre-load on an iPad photo's, pdf's, and video's without adding an itunes account?

A business colleague has this idea of us giving 11 business partners an iPad mini each pre-loaded with various image's, pdf's and video's.

They are then to use these iPad's whilst on their trip to our head-office in Italy where they may also take notes etc with the iPad mini's.

Following this they will return to Australia where they will be able to represent their findings etc... to their fellow team mates.

I don't think this is possible given the fact there is no one 'file manager' on an Apple iOS device but I guess I'd like to check in with the experts.

How does someone suggest I go about this?

These cloud apps sound great but I run in the dilemma of having to add an itunes account which the user could then remove.

In the case of dropbox can I create one account and load this same account to all of the ipads?
