DHCP Scope not handing out IP Address

Okay, so here is the deal...

I have a DHCP/DNS server that is not handing out IP addresses to certain scopes.  However, it is handing them out to 2 of the 4 scopes just fine.  I get IPIPA address on the ones that will not hand out the address.  If I set the Machines one the 100 subnet to a static I.P. Address it works fine.  

Example:
 Scope 1 (192.168.10.25-192.168.10.200) Works Fine
 Scope 2 (192.168.40.50-192..168.40.210) Works Fine
 Scope 3 (192.168.100.10-192.168.100.111) Does not hand out Ip Addesses.
 Scope 4 (192.168.40.20-192.168.40.115) Does not hand out Ip Addesses.

Good call!!  Added the helper address and it started handing IP Addresses out.
Your help has saved me hundreds of hours of internet surfing.
