Hi..
I have spreadsheets of FIPS codes and lat.lng.
How can I create a KML file from this. That shows the border regaion of these points?

Yeah, I've looked in all the expected places. Suggest you delete this question and save your points. And call your congressman's office. This information should exist, and almost certainly does exist. Getting it from the Government would be hard for you or me, but most government offices respond well to congressional requests.
