Cannot ping vlan ip on new switch

I just purchased an additional Cisco 2950 switch which is trunked to another 2950.  I am unable to ping the IP address of the VLAN that I created.  I have the same voice and data vlans on each of the switches I can ping computers both ways between the switches.  When I ping the vlan ip sometimes I get a reply then they time out.  Any ideas?

If I shutdown vlan 10 and bring it back up.  I am able to ping the IP for 20 minutes.

if you can post the config for each switch and indicate which ports are used for the inter-switch trunk

Do you have an accessport in the new vlan on the switch with new IP?

I can ping the management address (vlan 10) on Switch 2 from either switch.  On Switch 3 cannot ping the management address (vlan 10) from Switch 2.  If I shutdown vlan 10 and bring it back up.  I am able to ping the IP Switch 3 for 20 minutes.

Thanks for your help.

Switches / Hubs
Switches / Hubs

A switch is a device that filters and forwards packets of data between LAN segments. Switches operate at the data link layer or the network layer of the Open Systems Interconnection (OSI) Reference Model and therefore support any packet protocol. LANs that use switches to join segments are called switched LANs or, in the case of Ethernet networks, switched Ethernet LANs. A hub is a connection point for devices in a network. Hubs are commonly used to connect segments of a LAN. A hub contains multiple ports; when a packet arrives at one port, it is copied to the other ports so that all segments of the LAN can see all packets.
