Windows 7 Pro.. cannot create file in C:\ drive


I've tried edting the permissions on the C Drive, but no luck. I need to be able to create files in my C:\ drive, but I get the following error:

Error: 0x80070522: A required privilege is not held by the client.

I already tried taking ownership of C:\, I've tried giving full control to C:\ and subfolders and files.  But still no luck.  Hopefully is something simple that I'm missing.  Any help is greatly appreciated.

Our software vendor's application has a module that creates temp files to the C:\ drive. I'm trying to get them to change this...afraid it will be a while.
