Duplicate Pictures

My wife just finished pulling together years of pictures into one place. She wants to hang onto the best quality pictures and eliminate duplicate pictures that might have a different name and/or different folder.  We have approximately 500 folders with pictures in them.  Is there a good free package that can make this easier for her?

well - i am having the same problem; if not worse, since i made maybe 10 backups  (a couple per year of everything) and now i am coming to the point i need to clear up this cat's nest.

what i will do :
1-i copy a folder (the first one i meet), say 2009, containing all pictures of 2009 to the temporary working space or backup disk
2-then i copy all the other ones that i find labeled 2009 to this folder - and windows will ask what to do : merge folders and pictures  (say yes) and pick als the 'do this for all items'
that way, i reassemble all pics from 2009, and have less work later
of course, this does not work if you put them in different folders too (eg visit to boston and eating ice)

but i have the experience it takes time to do it properly, so i assign 1 hour at most per day for it (otherwise, you want to speed up the process, to get it done and over with - and make errors)
but with the system above, you still keep all originals, so you can restart - if needed

personally, i won't let it up to a program - i tried several, and found after 10 minutes of looking what is where exactly, that i made more errors than i liked

i would be grateful if someone found a better way
