Availability Service Test Errors: Event IDs 1011 & 1025

We're unable to view free/busy information with mailboxes in our HQ site from mailboxes in our Satellite site, however we can successfully view free/busy information with mailboxes in our Satellite site from mailboxes in our HQ site.  This is driving me crazy.

I've tried reset the EWS virtual directory and If I execute Test-OutlookWebServices on each CA server, all resulting tests are successfully.  If I execute Test-OutlookWebServices -Identity -TargetAddress, I receive the following availability service errors.  Please help.

Message    : [EXCH] Error contacting the AS service at Elapsed time was 77

Please increase the diagnostic logging level of MSExchange Availability service.

To do this, follow the steps shown here:
1. Start Registry Editor (regedit).
2. Locate the following registry key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchange Availability\Diagnostics
3. In the results pane, change the Value data of all keys (except Default) to 5.
4. Exit Registry Editor.

 •Review related Error and Warning events in the Application log. These related events may help you find the root cause of this error.
