Site Display On Smartphone

Please visit www.prowodev.com/links/bms.html on a desktop browser. Then visit the same site on a smartphone, or just look at a screenshot here: www.prowodev.com/shots/bms.jpg.

I know that the form factor on a mobile device will be much different and can alter the way a site looks. I'm curious though...

You'll notice that the form on the right is pushed down on the mobile device. Everything else seems to scale properly, including the section near the bottom with the 4 blocks of info. Why isn't the header section scaling properly (with the large text on the left and the form on the right)?
