Grid Style User Control in VB.NET

I created a user control that has 3 rows, each row has a text-box control in it (I want it to look like a data grid view), the three rows (text-boxes) will be looked at as a single row, and I will be populating this control from an object

my two questions are:
1- How to make the user control repeats with every single entry from the object, so If I have 20 items in my object, I want this control to show 20 times under each other and a scroll bar would show to the side allowing the user to scroll up and down

2- I want to be able to drag & drop the user control within the populated records to change its order. How can I do that?

I am using Visual Studio 2010 and my I am using a Windows Form Application.
