I worked out the answer myself.<br />
The problem I had was resolved by logging on to the Web Server with the account details specified in the SharePoint Products Configuration Wizard &nbsp;- Specify Configuration Database Settings form.

Having trouble with the SharePoint 2013 Configuration wizard when trying to specify the configuration database settings. <br />

SharePoint Foundation 2013 loaded on a separate server

from other posts I've applied the following:

All firewalls are disabled
TCP and Named pipes protocols are enabled on the SQLExpress Network configuration as is remote access.
Account being used is a domain admin, is loaded to SQL Server and has dbcreator and  securityadmin roles to master db.
